For the overall mark, the assessor can award the following.

The officials’ overall handling of the match was excellent. The referee's performance exceeded the expected level in several fields. All important decisions were correctly taken.

8.5-8.9
VERY GOOD
The officials’ overall handling of the match was very good. All important decisions were correctly taken.
   
8.3-8.4
GOOD
The officials’ overall handling of the match reached the expected level. The referee made no important errors* during the match.
   
7.8-8.2
SATISFACTORY
8.2: The officials’ overall handing of the match was satisfactory. Some aspects of the referee’s performance did not reach the expected level.
8.0-8.1: The officials’ overall handing of the match was satisfactory. Several aspects of the referee’s performance did not reach the expected level.
7.9: The officials’ made one important error* in the match, otherwise 8.3 or higher.
7.8: The officials’ made one important error* in the match, otherwise 8.0-8.2.  
   
7.0-7.7
DISAPPOINTING
7.5-7.7: The officials’ overall handling of the match was disappointing. Several aspects of the referee’s performance require considerable improvement.
7.0-7.4: The officials’ overall handling of the match was disappointing. The referee made 2 or more important errors* in the match.

6.0-6.9
UNACCEPTABLE
The officials’ overall handling of the match was unacceptable.


*Important errors are potentially game changing incidents which the referee called incorrectly according to the Laws of the Game. Examples of important errors include but are not limited to:
  • Failing to dismiss a player in accordance with the LOTG (e.g. Serious Foul Play)
  • Incorrectly dismissing a player in accordance with the LOTG.
  • Failing to award a penalty kick for a clear foul within the penalty area.
  • Incorrectly awarding a penalty kick when no foul was committed in the penalty area.
  • Failing to award a goal when the ball crossed the goal line.
  • Incorrectly awarding a goal when the ball hadn't crossed the goal line.
  • Failing to disallow a goal for offside.
  • Incorrectly disallowing a goal for offside.
  • Failing to award a goal which had been scored legally.
  • Incorrectly awarding a goal which had been scored illegally.

If officials make an important error during a match, the maximum mark they can be awarded by the assessor is 7.9 (SATISFACTORY).


PLEASE NOTE: 

The assessor cannot award the officials 'VERY GOOD' (8.5-10.0) or 'EXCELLENT' (9.0-10.0) if the game difficulty was below 'normal'. Likewise, the assessor cannot award 'UNACCEPTABLE' (6.0-6.9) if the match difficulty was above 'normal'. See the 'Review Guidelines' page for details on match difficulty.
